This is what passes as justice in Maryland?

Some random guy in a car suddenly pulls in front of a biker, leaps out with a gun in hand, but that's okay, because he's a cop, even though he didn't say so right away. The biker backs away, like any sane person would do when someone jumps out of a car, gun in hand.

Oh, and that video recording the biker made, on a "public" road of a "public" official in "public", that's illegal because you can't record private conversations in Maryland without consent from the other party. But it is okay if the cops record you, sure.

Yes, the biker was speeding, which he admits, but does that justify the cop's behavior? Is he really guilty of a felony for recording the video? Oh, and the camera was very prominently mounted on his helmet. Wow.
